Join Fort Worth SAME on Tuesday, September 2nd for a presentation by the General Services Administration (GSA). Charlie Hart, Director of the newly established Program Management Office for the Department of Homeland Security (PMO-DHS), and Tony Gregg, Small Business Specialist in the GSA Regional Office of Small Business Utilization (ROSBU), will share GSA’s latest initiatives while outlining federal opportunities.
GSA leads the Federal Government’s mandate to reduce government spending and consumption, reduce its environmental footprint, and more efficiently deliver projects through greater collaboration among project stakeholders. While reducing the size of the government footprint, GSA is simultaneously investing in public-private partnerships to deliver better value.
GSA’s Program Management Office for the Department of Homeland Security is a response to the need for an integrated approach to project and program management along the southern border. The recent surge in Unaccompanied Alien Children along the southern border challenged GSA to alleviate the overcrowding by providing real estate solutions in response to the health, sanitation, and security crisis.
GSA’s Regional Office of Small Business Utilization (ROSBU) advocates for small, minority, veteran, HUBZone, and women business owners. ROSBU promotes increased access to GSA’s nationwide procurement opportunities. The ROSBU monitors and implements small business policies and manages a range of programs required by law. GSA’s small business programs nurture entrepreneurial endeavors, open doors to new business opportunities, and enhance technological capabilities. More than 75% of GSA’s Public Buildings Service’s obligations this year have gone to small businesses.

Charlie Hart is Director of GSA’s newly-established Program Management Office for the Department of Homeland Security. A West Point graduate, he served 30 years as an Army Corps of Engineers Officer, and was appointed by Governor Rick Perry as an Admiral in the Texas Navy. He earned an MS Degree in Civil Engineering from Stanford University, and an MBA from Golden Gate University. He is a Project Management Professional and a registered Civil Engineer in California and Virginia.
Tony Gregg has served for eleven years as Small Business Specialist for the GSA Regional Office of Small Business Utilization. Tony earned a BS Degree in Accounting from Southern University in Baton Rouge, Louisiana. His core function include:
- Participating in outreach activities with small, minority, woman owned, HUBZone, and Veteran owned business communities.
- Providing assistance to individuals and groups to learn about Federal contracting opportunities, and advising the Small Business Community on how to market to Federal Agencies.
- Participating in the short and long term procurement activity. Reviewing ongoing procurement actions to determine appropriateness for set-asides, utilizing resources maintained in the Small Business Community.
