North Texas Municipal Water District

SPEAKER: Richard J. (R.J) Muraski, Jr.

R.J. Muraski joined the North Texas Municipal Water District in Oct 2015 as the Assistant Deputy Director for Capital Improvement Program (CIP) and Planning. He is responsible for all aspects of the Capital Improvement Program (CIP) and Master Planning for the District.

Prior to joining NTMWD, Muraski served in the U.S. Army for over 28 years before retiring with the rank of Colonel. Muraski served in many capacities during his time in the Army including Deputy Commander for the Southwestern Division Corps of Engineers, encompassing all or part of seven states, and covers some 2.3 million acres of public land and water with an annual program totaling nearly $2.6 billion. Additionally he served as Commander for the Fort Worth District of the U.S. Army Corps of Engineers where he was responsible for a civil works program and Military Construction encompassing majority of Texas and portions of New Mexico and Louisiana. He oversaw over 1200 employees in engineering, construction and operations, as well as an annual budget in excess of $800 million.

Muraski also served in operational assignments in Haiti, numerous stateside duty stations to include Military Assistant to Secretary of the Army. He deployed several times to the Middle East including commanding the 2nd Brigade Special Troops Battalion in Hillah, Iraq with the 4th Infantry Division as part of Operation Iraqi Freedom in 2004 and 2005.

Muraski received a bachelor’s degree in Geology from St Mary’s University of Texas. He also received master’s degrees in Geodetics from Purdue University and in National Security and Strategic Studies from the National War College.

Colonel Muraski’s awards and decorations include the Bronze Star, the Legion of Merit, the Defense Meritorious Service Medal, Silver de Fleury Medal and has been awarded the Ranger and Sapper Tabs as well as the Combat Action Badge, Airborne and Air Assault Badges.

A Native of Kansas City, MO., he is married to the former Nina Ryan of Omaha NE and they have 5 active sons.
