  • Justin Kockritz, Lead Project Reviewer, Federal Programs, History Programs Division
  • Emily Dylla, PhD, Program Coordinator, Archeology Review and Compliance, Archeology Division

Emily Dylla, PhD

Dr. Emily Dylla is the team lead for review and compliance in the Archeology Division at the Texas Historical Commission. She earned her PhD in Anthropology from the University of Texas in 2017, where she conducted research on Spanish colonial missions. After years working in cultural resource management, she joined the Archeology Division at the THC in 2019 as the reviewer and regional archeologist for south Texas, where she worked on highly complex regulatory projects ranging from the Alamo to SpaceX. In 2023, Dr. Dylla became the lead reviewer for her division’s review staff. In this capacity, she facilitates large and complex regulatory projects across the state and works with a variety of federal and state agencies, as well as local governments, on Programmatic Agreements and similar documents. Dr. Dylla also serves as the Editor-Elect for the Bulletin of the Texas Archeological Society, the largest archeology journal in Texas, and maintains involvement with a variety of regional and national professional archeological societies. 

Justin Kockritz

Justin Kockritz has worked for the Texas Historical Commission (THC) for eleven years where he serves as the lead project reviewer for the History Programs Division, focusing on transportation projects under Section 106 of the National Historic Preservation Act. He previously served as the North Texas regional architectural reviewer for the THC, and as an environmental review specialist for the North Carolina State Historic Preservation Office. A native of Dallas, Justin holds a master’s degree in historic preservation from the University of Maryland, and undergraduate degrees from the University of Texas in urban studies and geography.
