Wednesday January 4, 2023 SAME Fort Worth Post Monthly Luncheon Topic – Task Order Requirement Notice (TORN) Process Speaker – Debra Castens, PE – USACE Fort Worth District Serve as Deputy Branch Chief in Professional Services Branch, Fort Worth District, with responsibilities for resourcing mission support in the areas of Value Engineering, AE task order awards and management; cost estimating, plans and specifications and acquisition of AE base contracts (MATOCs and SATOCs). Currently supporting HQUSACE in the re-write and update of EP 715-1-7, setting up an AE Knowledge Portal with development of doctrine, policies, templates, and training materials. Annually support the HQ Proponent as the lead instructor and cadre manager for PROSPECT Course AE Contracting and teaching material updates. Previously served as Section Chief of AE Design Management, Fort Worth District, responsible for planning, directing, and coordinating the administration of design contracts performed by AE or designs by in-house resources. Projects fell under the Military Program, Civil Works Program, DHS, DLA, OMA and SRM. Duties included acquisition manager responsibilities for monitoring and tracking AE capacity utilization. Developed Acquisition Strategies, Acquisition Plans, and solicited for base contract replacement contracts. Previously served as an account manager and program manager for the planning, programming, budgeting, management & execution on HTRW and MMRP programs in Los Angeles District and Fort Worth District (FUDS, Range Maintenance, Brownfields, NALEMP, EPA, Civil Works). Educational background is a Master of Science degree in Environmental Engineering (Clemson), a Bachelor of Science degree in Civil Engineering (Univ of Delaware) and Bachelor of Science degree in Geology (Univ of Delaware). Credentials include registration as a professional civil engineer (P.E.
